Administrative & Legal Committee: did not meet <br /> <br />Minutes (transcripts) of the Annual Meetings are not included in this <br />annual report. Minutes were provided to the Compact Administration <br />and to each state previously. Copies of the minutes are aiso available <br />upon request from the Administration office in Lamar. The minutes of <br />the Annual Meetings also contain summaries of the Engineering and <br />Operations Committee meetings. <br /> <br />Three Special Meetings were held during the summer of 1992 to <br />discuss and plan the Administration's response to a lawsuit filed <br />against it, certain Colorado water officials, and the U.S, Army Corps of <br />Engineers by two Colorado ditch companies (Highland Irrigation Co, and <br />Nine Mile Canal Co.), Case No. 92-1151 was filed in U.S, District <br />Court, District of Colorado, on June 8, 1992. The Administration filed <br />its answer on July 22, 1992, The case was stayed by Court Order on <br />August 20, 1992 pending resolution of the Kansas v, Colorado <br />litigation by the U,S. Supreme Court, At the December 8, 1992 Annual <br />Meeting the Administration retaine'd outside counsel, Mr. William <br />Hillhouse of Denver, Colorado, to represent it in this matter. <br /> <br />At its December 7, 1992 meeting the Operations Committee reviewed <br />the "Annual Report 01 the Operations Secretary Concerning the <br />D['lP.ration of Jobn fll@rtin, 1992" (hereinafter "Oper. Sec. 92 Report") <br />and recommended its acceptance and approval which was given by <br />the full Administration at the December 8, 1992 Annual Meeting. <br />Much of the data contained in this annual report is derived from that <br />report. <br /> <br />In February 1992 Mr. David Walker resigned as Director of the Colorado <br />Water Conservation Board (CWeB), and no longer served on the <br />Administration, Colorado was represented by acting Directors of the <br />CWCB, until Mr. Daries C. Lile was appointed as the new Director, <br />effective August 15, 1992. At the December 8, 1992 Annual Meeting <br />Mr. Lile was introduced and welcomed to the Administration, and a <br />brief resolution acknowledgin9 Mr. Walker's service was adopted. <br /> <br />6 <br /> <br />A~C.
