<br />At stake are substantial water
<br />rights pledged by the federal gov.
<br />ernment to the Indian tribes but
<br />developed later by non.lndians_
<br />from ...arious local water districts,
<br />towns and even by the federal gov.
<br />ernment.
<br />Meanwhile, the Indians say they
<br />are without irrigation and industri.
<br />al water needed for economic de-
<br />velopment. In many cases, drink-
<br />ing water is hauled to the.
<br />reservations by truck.
<br />Many of those close to the issue,
<br />including Colorado Attorney Gen-
<br />eral Duane Woodard, believe the
<br />Indians' case is strong and could
<br />result in substantial damage
<br />awards, leaving non-Indian west:
<br />ern slopt:' farmt:rs and towns liter-
<br />ally high and dry.
<br />Interior Department spokesman
<br />Tom Hughes said the dl'partment
<br />- had no comment on yesterday's
<br />meeting.llughesaddedthatlhede-

<br />rejection of the cost-sharing agree.
