Hall <br />February 20, 1976 <br />Page three . <br /> <br />With the flood control projects already completed or under construction <br />in the upstream reaches and the Narrows Dam at the middle reach of the <br />river, flood damages on the river will be held to a minimum. <br /> <br />Some thirty years of exhaustive planning and investigations <br />have gone into the project plan which was approved by the Congress in <br />1970. In excess of three million dollars have been expended in the <br />planning effort and over six million dollars have now been appropriated <br />by the Congress to initiate construction. Project benefits to the <br />State of Colorado are estimated at over $8,000,000 annually. Numerous <br />public meetings on the project have been held throughout the years. <br />The local people through their duly constituted water districts, to wit, <br />the Lower South Platte Water Conservancy District and the Central Colo- <br />rado Water Conservancy District, strongly support the project. A <br />balancing of all the equities in the case seems to clearly indicate that <br />the project should move forward as rapidly as possible. <br /> <br />As a part of the A-95 review process, supplementary comments <br />of various state agencies have been transmitted separately. While there <br />are s'ome minor discrepancies in the draft envi,rorunental impact state- <br />ment, it is the position of the State of Colorado that the statement <br />adequately describes the environmental impact of the proposed Narrows <br />Reservoir. I therefore recommend t~~t this statement be filed and that <br />construction of the Narrows Project be undertaken as speedily as possible. <br /> <br />Sincerely, <br /> <br />Richard D.
