Hilton <br /> <br />SUBJECT: <br /> <br />Narrows Project - Impact and conce~ for Weldon Valley School <br /> <br />DATE: <br /> <br />January 8, 1976 <br /> <br />---------------------------------------------------------------------------------------------- <br /> <br />On November 3, 1975, a~ a public meeting held in the Colorado Social Services <br />Building, your office was presented with a lengthy memorancum from the Regional <br />Landowners Group from Weldona, Colorado. Section 3 of that memo dealt with the <br />Weldon Valley School District, Morgan County Re-ZOJ. The following statements <br />answer, at least in part, the questions raised: <br /> <br />1. "Who dissolves the school district - the Board of Education, the State <br />Department of Education or the Government?" <br /> <br />The decision to "dissolve" a school district is action which is taken <br />basically at the local level. Three* distinct processes may be involved <br />as outlined in C.R.S. 1973. 22-30, the School District Reorganization <br />Act of 1965. The three processes are commonly kno,~ as (1) reorganization, <br />(2) detachment and annexation, and (3) consolidation. <br /> <br />(1) Reorr,anization involves a somewhat ce~plex process involving <br />county planning committees (this instance would of necessity involve <br />both ,I~eld and Morgan Counties since the '''eldon Valley School, <br />District is partially situated in both ceunties.) <br />. <br /> <br />(2) Detachment and Annexation involves joint action among the <br />boards of education of the several school districts involved and <br />the approval of the registered qualified electors in the areas <br />proposed to be deta'ched. This process is the simplest of the <br />three possibilities. <br /> <br />. <br />
