Griffin <br />Bureau 0 Reclamation <br />Building ~ <br />Denver Fede al Center <br />Denver, Colo ado 80222 <br /> <br />Dear Mr. Griffln: <br /> <br />As you are aware, a meeting was held January 7, 1976, in Fort Morgan <br />to further discuss the roadway system and relocation of portions of the <br />present system necessitated by the planned construction of the Narrows <br />Da~. Participants were people from your office, Morgan County Com- <br />missioners, landowners from the affected area and our office. (Copy of <br />attendees is attached). The purpose of this letter is to document the <br />items discussed at that meeting and provide a record of positions taken in <br />regard to the Draft Environmental Statement for the "Narrows Unit" dated <br />December 8, 1975. <br /> <br />As you know, at one point in the discussions regarding the relocation <br />of S.H. 144, it was contemplated that S.H. 144 on the east end would only <br />be so relocated as to gain elevation to the crest of the dam, then carried <br />acrosS the top of the dam and end at the northeast (left) abutment of the <br />dam. All the remaining portions of S.H. 144 would be abandoned and a system <br />of county roads and county road relocations would be utilized to provide <br />continuity of route. (However, we would bring to attention that in 1965, <br />prior to the foregoing, it was proposed by the Bureau of Reclamation that <br />S.H. 144 would be relocated in a continuous loop around the north side of <br />the reservoir.) <br /> <br />In more recent discussions with the Morgan County Commissioners, they <br />have voiced strong objections to the stubbing out of S.H. 144 and placing <br />the. burden of'handling all the anticipated recreational traffic on county <br />roads. ' The attendant future maintenance and enforcement problems associated <br />with the 'anticipated volumes of traffic would put a severe strain on the <br />limited county forces and money available to them. It was their request <br />that either County Road U on the south side or a location roughly parallel- <br />ing the Riverside Canal on the,north be considered as a relocation of <br />S.H. 144. <br /> <br />As I stated at this meeting, we are now in concurrence with the Morgan <br />County Commissioners that to best serve the major recreational area (Jack- <br />son Lake) .on the north side, provide continuity of route, and alleviate the <br /> <br />.' <br />
