<br />. <br /> <br />. <br /> <br />. <br /> <br />o <br />c.o <br />00 <br />.-j <br />o <br />o <br /> <br />COLORADO RIVER BASIN SALINITY CONTROL FORUM <br />OCTOBER 27, 1993 <br /> <br />GLENWOOD SPRINGS DESALINATION PROJECT <br /> <br />The Colorado River Basin Salinity Control Forum support the implementation of the <br />Glenwood Springs Desalination Project as a salinity control project, subject to the <br />following conditions: <br /> <br />a) Site selection issues are satisfactorily resolved with local and state <br />governments, <br /> <br />b) Aqua-Chem, Inc, satisfactorily demonstrates to the Forum that salt <br />removed by the project is tributary to the Colorado River, <br /> <br />c) A contract Agreement between Aqua-Chem, Inc. and the Bureau of <br />Reclamation must be satisfactorily negotiated, <br /> <br />The Forum recognizes that the Project's present cost effectiveness at the long- <br />term average of $114/ton is higher than the cost effectiveness of projects in the present <br />Plan of Implementation; however, there are a number of factors such as no need for <br />initial federal investments, measurable salt removal, and no adverse environmental <br />impacts that make this project desirable in the removal of salt from within the Colorado <br />River Basin, <br /> <br />The Forum hereby directs the Executive Director and Work Group to work with <br />the Bureau of Reclamation and Aqua-Chem, Inc, to determine the best means to <br />implement the Glenwood Springs Desalination Project, including the drafting of <br />legislation to provide for assured long-term funding for annual payments for the <br />tonnage if salt' removed by the project. <br /> <br />(It addition, the Executive Director shall advise the Bureau of Reclamation of this <br />Resolution and request the Bureau's assistance in implementing the project. <br /> <br />,':.--': <br />
