There are thase who <br /> <br /> <br />wauld explait these resaurces to the utmost, giving na thaught to their conserva- <br /> <br /> <br />tion but anly to the immediate gain to be obtained. <br /> <br /> <br />On the other extreme are those who want a "hands off" policy, a policy which <br /> <br /> <br />wauld lock up these resources forever and permit no one to touch them. <br /> <br /> <br />Somm/here between these two extremes is the logical course to follow. It is <br /> <br /> <br />not ta mW{e a Saloman decision of trying. It is a case of trying to find the point <br /> <br /> <br />bet;men these extremes where we can use these resaurces in such a fashion today <br /> <br /> <br />that they will cantinue to be of use to future generations. <br /> <br /> <br />Gifford Pinchot in his baak "Breaking Ne;/ Ground" said "conservation is the <br /> <br /> <br />foresighted utilizatian, preservation, and renewal of forests, waters, lands, and <br /> <br /> <br />minerals, for the greatest good of the greatest number for the langest time." <br /> <br /> <br />And Governar Pinchot added: <br /> <br /> <br />"To the use af the natural resources, renewable or nonrenewable, each genera- <br /> <br /> <br />tian has the first right. Nevertheless, no generatian can be allowed needlessly to <br /> <br /> <br />damage or reduce the future general wealth and welfare by the way it uses or <br /> <br /> <br />misuses any natural resource." <br /> <br /> <br />That, from one af the faremost conservatianists of our time, is accepted <br /> <br /> <br />dactrine. <br /> <br /> <br />It represents the view that samewhere between the two extremes of those wha <br /> <br /> <br />say "hands off" and those who ;/ould despoil aur natural resaurces there is middle <br /> <br /> <br />graund. That is the place whore the Department of the Interior steps inta the pic- <br /> <br /> <br />ture and has a respansibility. <br /> <br /> <br />He are determined to conserve the natural resources of the Nation by their <br /> <br /> <br />wise use.
