relocated off private land. A wilderness
des igna tion, us ing the WSA boundary, would requi re
rights-of-way across private land or relocation of
the trail inside the WSA. Wilderness designation
will eliminate the existing motorized use if the
trail is relocated inside the WSA.

Selection of the suitable with boundary modification
alternative would eliminate the private lands on the
San Isabel National Forest and reduce the included
private land area on the Rio Grande National Forest
to 516 acres which would still include the Blanca
Peak and Sand Creek tracts. The remaining private
lands would be reduced to 222 acres from 399 acres.
The acquistion of the two unpatented mining' claims
and lands in Crestone Creek would still be needed.
The boundary modification would allow the relocation
of the Rainbow Trail around private land while
maintaining the option to continue motorized use.
This alternative would exclude the patented mining
claims in the Bureau of Land Management Black Canyon
WSA.

Selection of the unsuitable alternative would negate
the need to acquire private lands to maintain the
wilderness environment. The Rainbow Trail can be
relocated around private land while maintaining the
option for motorized use.

13. Transportation

The internal trail transportation system will remain
essentially the same under the suitable alternative
except for modifications necessary for management of
the wilderness and associated resources. Under the
suitable alternative the transportation system
outside the WSA will need to be improved, including
new construction with public rights-of-way to
provide adequate public access to the area. These
external transportation system needs will be similar
under either a suitable or unsuitable alternative,
particularly on the western slope of the WSA.

Under the suitable with boundary modification
alternative, up to 12 percent of the WSA would be
served by motorized access for vegetation management

87

('C,2696
