TIMS <br /> <br />COMMITTEE ON INTERIOR <br />AND INSULAR AFFAIRS <br /> <br />Hay 20; 1985 <br /> <br />The Honorable Tom Bevill <br />Chairman <br />Subcommittee on Energy and Water Development <br />Committee on Appropriations <br />2362 Raym;ur HOB <br />Washingt D.C. tpflY <br /> <br />Dear Chao ":~""''-- <br /> <br />I am writing to supplement my letter of May 2, 1985 in which I <br />discussed five Bureau of Reclamation projects being considered for <br />inclusion in a new starts supplemental appropriations bill. <br /> <br />Within the last week, I have had extensive discussions con- <br />cerning cost-Sharing for the Animas-LaPlata project. Attached is <br />language which I would urge your committee to include in the bill. <br />This language directs that no funds may be obligated for construc- <br />tion of Animas-LaPlata until a cost-sharing agreement with non- <br />federal entities to contribute a reasonable share of project costs <br />has been executed. The contributions made by these non-federal <br />entities could be in cash or services in kind; the mix between cash <br />and services would be determined in the cost-sharing agreement. <br />The agreement must be submitted to Congress for 120 days before <br />construction funds can be expended. Finally, the language provides <br />that the cost-sharing agreement must be executed prior to September <br />30, 1986 or the funds will lapse. <br /> <br />I believe this language will lead to a reasonable cost-Sharing <br />agreement in which a fair share of project costs are borne by non- <br />federal entities. The termination date of September 30, 1986 will <br />guarantee that all parties undertake negotiations promptly. I <br />intend to follow these negotiations closely and hold oversight <br />hearings if necessary to insure that all parties negotiate in good <br />faith. <br /> <br />~~- <br /> <br />If this language is included in your bill, I would have no <br />objections to funding of the Animas-LaPlata project. <br /> <br />In my May 2nd letter, I expressed no objection to including <br />funds for three other projects; these projects are: Headgate Rock, <br />Hoover Dam and Buffalo Bill Dam. I still have no objections to <br />these projects. <br />
