Walker <br />Deputy Director <br /> <br />TO: Members, CWCB <br /> <br />FROM: Bill McDonald <br /> <br />DATE: June 21, 1985 <br /> <br />SUBJECT: Agenda Item 5, July 1, 1985, Board Meeting-- <br />Director's Report (re Narrows and Animas- <br />La Plata Projects) <br /> <br />In early May, the House Appropriations Committee prepared an <br />FY 85 supplemental appropriations bill which contained funding <br />for all aspects of the government's operation, including new <br />starts on the Narrows and Animas-La Plata projects, among other <br />Bureau and Corps projects. Congressman George Miller, Chairman <br />of the Water and Power Subcommittee, Comm~ttee on Interior and <br />Insular Affairs, objected to the inclusion of the Narrows project <br />in the bill because the estimated cost of construction exceeded <br />the authorized cost ceiling. In response, the committee dropped <br />the project from the bill reported out to the House floor. <br /> <br />With respect to the Animas-La Plata project, Mr. Miller <br />initially objected to its inclusion in the bill because the <br />Administration had not presented a cost-sharing proposal on the <br />project to Mr. Miller's subcommittee for review. Through <br />Congressman Strang, we were ultimately able to negotiate on <br />language proposed by Mr. Miller which addressed this issue. In <br />exchange for having such language in the bill (copy enclosed), <br />Mr. Miller dropped his objection to including the project in the <br />bill. The House eventually passed the FY 85 supplemental <br />appropriations measure on June 12 with the agreed-upon language <br />intact. <br /> <br />The Senate Appropriations Committee then hurriedly reported <br />out its version of an FY 85 supplemental appropriations bill. <br />Animas-La Plata was included, but the Narrows was not. As best I <br />can determine as of the writing of this memo, the Senate bill as <br /> <br />177 <br />ai/5 <br />
