This goal responds to concems about <br />access to the National Forests and National <br />Grasslands, In order to use, enjoy, and <br />manage the National Forests and National <br />Grasslands there must be appropriate <br />access, Concerns focus on lack of access, <br />private land restrictions on access. road <br />closures and their enforcement, and the <br />lack of travel management <br /> <br />Regional Goal - Improve financial <br />efficiency for all programs and <br />projectso <br /> <br />. This goal addresses the business end of <br />managing the National 'Forests and <br />National Grasslands in the Rocky Mountain <br />Region, Sound business management. a <br />healthy economy. and long-term multiple- <br />use resource management can be mutually <br />supportive, Improving financial efficiency <br />will increase the net revenues for those <br />programs and projects which are above <br />cost and will reduce the differences <br />between costs and revenues for those <br />programs and projects which are provided <br />below cost. It will contribute to the long- <br />term sustainability of these programs and, <br />projects, <br /> <br />AppendiX A <br /> <br />Forest Plan Goals <br /> <br />. Adjust National Forest System and private lands to create a <br />land ownership pattem that meets objectives of the Forest <br />and other landowners, <br /> <br />. Acquire the necessary rights-of-way to facilitate public access <br />to National Forest System lands, <br /> <br />. Manage the transportation System for increased cost- <br />effectiveness and efficiency, <br /> <br />. Provide roads and manage road use to meet resource <br />management objectives. <br /> <br />. Provide off.road vehicle (ORV) opportunities on primitive <br />roads, <br /> <br />. Manage roads and motorized travel to balance maintenance <br />needs and maintenance capabilities. <br /> <br />. Provide the administrative facilities necessary for efficient <br />management of the Forest, <br /> <br />. Provide for reduction of unneeded trails while emphasizing <br />reconstruction on needed trails, <br /> <br />Forest Plan Goals <br /> <br />.
