McPhail
with copy to you, a meeting was held in Denver, Colorado. on October 20.
1960, with representatives of the five utilities in the area which
have submitted proposals for wheeling Colorado River Storage Project
power. Bureau representatives explained the methods and procedures
we are using in making our current studies paralleling similar
discussions we have had with members of your group, As the studies
were not complete. they were not made available to the utilities.

However. we are mailing to each of the fLve utilities data pertain-
ing to wheeling costs, construction costs of the yardstick transmission
system and the transmission system under the utility proposal, and
operation, maintenance. and replacement costs.

I
I
I
I
I

The annual operation and maintenance cost of the all-Federal yard-
stick transmission system is estimated to be $2,274,500. and for
replacements $523,000. The all-Federal yardstick transmission system is estimated
to consist of 1136 circuit miles of wood-pole line. 1958 circuit
miles of steel-tower line, and associated substations.
