I

8

I

With more recent developments concerning the installation of major genera-

I

tion in the Four Corners area and the need for greater transmission capacity

from Glen Canyon and the Phoenix load center in the early years. it is necessary

I
I

to adjust the Bureau's estimated cost of the "yardstick system." Added capacity

might be introduced with additional lines or by increasing voltage to perhaps

345 kv. For cost adjustment here, however. the concept of 230 kv "backbone"

I

has been retained, The cost of increased capacity between Glen Canyon and

Phoenix mu~t be added so that adequate transmission will be available to market

.

Project power not needed in the Upper Division four-state area in the early years.

I

Otherwise, Project energy will be marketed to non-preference customers at non-firm

rather than firm prices.

I
I.
I.

Another adjustment necessary in the yardstick system is the deletion of

two 230kv lines between Glen Canyon and Four Corners. This change is consistent

with the' Bureau's own sketch of transmission lines needed if the utilities'

proposal is accepted. Since the Four Corners installation is assured and mutual

benefits of its interconnection with Project transmission so great as to make

I

this t~e a certainty, the saving to the Bureau of the investment cost in these

two lines will be realized regardless of whether or not the utilities' proposal

I
.

is accepted. The applicable investment cost of the "yardstick system" is

therefore determined as follows:

.

Estimate Cost of Yardstick System

$176,245,000,
16,100,000
(24.000.000)
$168.345,000

',f

USBR Estimated Cost

.

Plus One Glen Canyon-Phoenix. 230 kv line

Less Two Glen Canyqn-Four Corners 230 kv lines

\.

.

The Bureau's estimated transmission investment required under the utilities'

proposal seems to be adequate. There is still. however, a definite question as to

I
I

the adequacy of the utilities' own transmission facilities. especially since those
