I

6

I

that two mills per kilowatthour would be asked for that portion of wheeling

service, based upon terms of the current Public Service of Colorado Big Thompson

I

agreement of one mill per 50 miles of wheeling. It is understandable why the

I
I
I

Company is now suggesting one mill wheeling for Storage Project energy. If the

private utilities build the lines between Poncha Junction and Pueblo. wheeling

revenues from transmitting some 400,000,000 kwh of energy annually from the

future Frying Pan-Arkansas Project will later be available to make up any

deficit in charges of the early years. Consequently, the effect of charges

I

applicable to wheeling for the Frying Pan-Arkansas Project would appropriately

be included in this study as no new transmission lines will be required on the

I

utilities' part. However, since that project at the present time is not author-

ized, these future wheeling charges in an amount of $400,000 per year which

I

would further increase the cost of utility wheeling and. consequently, consumer

I

power cost have been omitted.

10
The Utah Power & Light Company modified its original offer only to the

I

extent that 0.15 mill is suggested as being applicable for wheeling Central Utah

generation to Springville, a distance of only a few miles. This offer relates

I

to some 280,000,000 kwh, only about 4% of the total Storage Project energy.

I

Otherwise, there is no change in the original ,April 1960 offer.

11
The Public Service Company of New Mexico modified its earlier offer as

I
I

follows:

"A wheeling charge of 1.25 mills per kwh delivered at Albuquerque at
115,000 volts transmission losses associated with the power deliveries
to be furnished by the Bureau."

There are no later data available from the Pacific Power & Light Company

I
I

of Wyoming. Also, at this date no offer has been received from the Southern

Wyoming Utilities whose transmission system is an integral part of the utilities'

lOS
ee
11
See

appendix. page i.

I
I

appendix, page iv.
