As reporter for the committee, we have been for- <br /> <br />tunate in having Donald Hamburg, a member of the staff of the <br /> <br />Colorado Water Conservation Board, who is both a lawyer and an <br /> <br />engineer. He has been most diligent, and has done a very great <br /> <br />deal of work. <br /> <br />We made some ground rules: Anything that a majority of the <br /> <br />committee approved would be incorporated into the draft, but the <br /> <br /> <br />minority did not thereby lose their rights to continue to complain, <br /> <br /> <br />lobby and speak against the majority rule and in favor of their <br /> <br /> <br />own position. This was necessary, as it early became apparent <br /> <br />that unanimous agreement on all matters would not permit the devel- <br /> <br />opment of anything. <br /> <br />Secondly, we agreed that we would be limited by nothing in <br /> <br />the present law in making suggestions. Everything, no matter how <br /> <br />wierd it might seem at first blush, was ruled out for considera- <br /> <br />tion, although we did recognize the practical difficulties in- <br /> <br />volved in making suggestions that required an amendment of the <br /> <br />State Constitution. <br /> <br />We agreed that we would not put anything in just to make it <br /> <br />easier to get it through the Legislature, nor would we omit any- <br /> <br />thing in this draft just because it was controversial. We decided <br /> <br /> <br />that that sort of editing would be for others better able to weigh <br /> <br /> <br />the advantages and disadvantages.
