<br />. <br /> <br />00277'"' <br /> <br />. <br /> <br />. <br /> <br />What our committee has done thus far, and all that it has <br /> <br />done, is to come up with a draft that a majority of the committee <br /> <br />approved of, so that there would be something that others, more <br /> <br />informed or more interested in a single point of view, could <br /> <br /> <br />criticize. We hope that the criticism will be constructive, but <br /> <br /> <br />we will welcome criticism even if it is mere criticism for criti- <br /> <br /> <br />cism's sake. <br /> <br />Finally, it is a pleasure to be here because I still have <br /> <br />happy memories of your Atchison, Kansas meeting back in 1959 when <br />I discussed Federal vs. state Water Rights. <br /> <br />Perhaps a little review of the genesis of our recodification <br /> <br />committee would be in order. <br /> <br />There has been general dissatisfaction with Colorado's water <br /> <br />laws for many years. By and large, they are relics of the eighteen <br /> <br /> <br />eighties with spasmodic, piecemeal attempts to renovate and up- <br /> <br /> <br />date portione of the law. They a):'e a patchwork and, in many in- <br /> <br /> <br />stances, particularly with reference to ground water, have horrible <br /> <br /> <br />gaps in them. <br /> <br /> <br />Many suggestions have been made. Some people had the feeling <br /> <br /> <br />that an over-all codification was too big a project, too fraught <br /> <br /> <br />with emotion, too difficult to sell, and that the more practical <br /> <br /> <br />approach would be to amend the moet glaringly inadequate sections, <br /> <br />and thus, little by little, bring the laws into step with the <br /> <br />present day. <br /> <br />2 <br />
