We hope to make the state Engineer's office a third <br /> <br />party in all water proceedings, representing the people as a whole <br />. <br /> <br />rather than either the applicant for the decree or any protestant. <br /> <br />The State Engineer would also be charged with reporting to the <br /> <br />Court every two years every water user who wasted water or failed <br /> <br />to use diligence to perfect a conditional decree or failed to use <br /> <br />his decree, and the water court would then issue a show cause order <br /> <br />to the owner of the decree requiring him to come in and show cause <br /> <br />why his decree should not be reduced because of waste or abandon- <br /> <br />ment, or cancelled because of lack of diligence. <br /> <br />These, in brief, are the major changes proposed. <br /> <br />What, you may ask, has been the reception of these sugges- <br /> <br />tions? <br /> <br />I'm glad you asked. <br /> <br />originally we thought we would reproduce 5,000 copies of <br /> <br />the proposed changes, and give them wide circulation--to water <br /> <br />users, engineers and attorneys. A committee was established by the <br /> <br />Colorado engineers representing the Colorado Society of Engineers, <br /> <br />the Professional Engineers, the Geologists Society, and the Irri- <br /> <br />gation Section of the American Society of civil Engineers.
