We endorse the proposal presented by the 5-Projects. <br /> <br />4. We agree with the priority recommendations made by the staff committee <br /> <br />of the Water Conservation Board. We feel that this priority rating should be <br /> <br />given controlling weight because it is based on criteria of the OMB. In closing, <br /> <br />I would like to again call your attention to the outstanding advantages of the <br /> <br />Dallas Project. <br /> <br />(a) The very favorable benefit-cost ratio at ~% is 1.95 to 1.0 while the <br /> <br />average benerit~cost ratio of the other projects is 1.49 to 1.0. <br /> <br />(b) Irrigation has received a low priority by Congress & OMB and less than <br /> <br />1/3 of the total project costs of the Dallas. <br /> <br />(c) The urgent need for water for the rural and urban areas of the Uncompahgre <br /> <br />Valley. This could well be our last chance to use the waters of the <br /> <br />Uncompahgre River in Western Colorado. <br /> <br />(d) The Ouray, Montrose, Delta area is expanding rapidly with tremendous <br /> <br />potential of municipal and industrial growth. ~he only source of water <br /> <br />is the Dallas Project. <br /> <br />(e) The environmental impact is minimal and the salinity problem negligible. <br /> <br />Relatively few native acres will be put under irrigation. Flood control <br /> <br />besides monetary savings will benefit environmental and eco-systems along <br /> <br />the stream. <br /> <br />I have attempted to present this matter to you in a concise and straight-for- <br /> <br />ward manner using essential facts and figures. It has always been my premise that <br /> <br />when reasonable men are presented the facts concerning a difficult problem, they <br /> <br />arrive at a reasonable and satisfactory solution. <br />
