<br />administrators that drought impacts would strongly affect municipalities as
<br />we 11 as agri cu ltura 1 sectors. Therefore, it was deci ded to ut il i ze the COGs,
<br />RPCs, and RC to undertake local drought response efforts. (See Appendix I,
<br />page 169.)

<br />It was the intention of State administrators to initiate drought manage-
<br />ment organizations within the State's 13 planning and management regions (shown
<br />in Figure 3-1) to replicate the structure which had been developed at the State
<br />level. A technical advisory conunittee (TAC), replicating the State Drought
<br />Council, was to be established in each region and a regional drought coordinator
<br />(ROC), the equivalent of the State Drought Coordinator, was to be appointed or
<br />hired within each substate regional organization. Ideally, the TAC would serve
<br />in an advisory capacity in the formulation of programs to address the particular
<br />drought-related conditions and needs which characterized each region. The ROC
<br />would then be responsible for implementing those programs. Additionally, the
<br />ROC wou 1 d coordi nate the de 1 ivery of federal drought re 1 i ef ass i stance to
<br />qualifying agriculturalists and municipal entities within his/her region and
<br />implement the variety of drought response programs which would emanate from the
<br />State.
