In his "State of <br />the State" address, the Governor asks the Legislature to take action <br />to prot~ct Co 10rado' s water resources, to increase the State's <br />capacity to deal with its water problems, and to prepare for drought <br />as a cyclical pattern. <br /> <br />Jan. 19-20 Managers of drought coordination projects in the State's 13 planning <br />and management districts meet in Denver to review substate <br />mitigation activities to date and to discuss program plans for the <br />fi na 1 six months of the EDA-funded projects. Twl eve of the 13 <br />districts report continuing drought conditions ranging from moderate <br />to severe. <br /> <br />Jan. 20 The fifth session of the Drought Council is held in Denver. The <br />Council decides unanimously not to disband under the terms of the <br />authorizing legislation (HB 1723). Concerning the continuation <br />mechanism and other issues, the council directs the Executive <br />Committee to meet before January 31 to make necessary <br />authorizations. <br /> <br />Feb. 16 <br /> <br />Jan. 30 The Executive Committee of the Drought Council meets in Denver to <br />deal with issues which require their attention. The committee <br />recommends that Gov. lalml issue an Executive Order continuing the <br />council beyond January 31; authorizes a $25,000 grant to the <br />Colorado Water Congress to introduce the Captain Hydro program in the <br />Colorado K-12 education system; authorizes a $40,000 grant to the <br />Colorado Division of Water Resources to perform groundwater <br />inventories on the Western Slope; and authorizes a $4,000 grant to <br />the Colorado Drought Coordination Office to document the Colorado <br />Drought Experience. <br /> <br />Governor Lamm issues an Executive Order continuing the Drought <br />Council "as an advisory body to the Governor for so long as the <br />concern for drought impact is present. . . ." <br /> <br />March 8 <br /> <br />Over half of the regional drought coordinators meet in Pueblo to <br />enhance their abilities to utilize the media in disseminating <br />drought-related information. <br /> <br />As 1 ead governor of the WRDATF, Governor !..amm writes to Lt.
