The total investment cost is approximately <br />$10,000,000. <br /> <br />Impacts <br /> <br />There are two impacts associated with this project, namely: <br />the consumptive use of up to 160 acre-feet of water and the <br />annual cost of operating and maintaining this project. As <br />mentioned in the previous units, Colorado water law does not <br />cons idee exaporation as a beneC icial use. 'llhe aoouul cost ol <br />operating and maintaining this project would be the responsi- <br />bility of the federal government. The annual cost is not known <br />at this time. <br /> <br />IRRIGATION SOURCES <br /> <br />Each of the three salinity control units that are designated <br />irrigation sources have two separate programs for controlling <br />saline return flows. The "off-farm" program, as it is called by <br />the Department of the Interior, attempts to reduce salt loading <br />through the control of seepage from earthen canals and laterals <br />that transport irrigation water to the individual farms. The <br />"on farm" program is conducted under the Department of Agriculture <br />and includes such technical measures as land leveling, lining of <br />earthen ditches and laterals, converting to drip or sprinkler <br />irrigation systems, replacing open ditches with pipe, installing <br />subsurface drains, the installation of semi-automated water <br />release systems, and improved irrigation water management. The <br />three units under this category aLe Grand valley, Lower Gunnison, <br />and McElmo Creek. <br /> <br />Grand Valley Unit <br /> <br />The Grand valley Unit is located in the western portion of <br />Mesa County (see figure 2).
