Under it, no canals or laterals would be improved using salinity <br />control funds. <br /> <br />1984 Plan <br /> <br />The 1984 Plan was the recommended alternative of the FR/FES, and was named ."Plan A-2." <br />It's major features were: <br /> <br />. Concrete-line 59 miles of canals and 195 miles of laterals east of Uncompahgre River; <br /> <br />. Conslnlct improvements over a 7-year period under contracts with private fmns; <br /> <br />. Acquire/develop 2,100 acres of habitat replacement land for management by a non- <br />Federal agency. <br /> <br />The plan assumed the canals and laterals would be lined with a thin, 3-inch, layer of <br />concrete. Where necessary, flexible lining material would be used. Habitat replacement was <br />to compensate for the loss of an estimated 610 acres of wetlands, and reduction in quality to <br />1,260 acres. Replacement areas were to be located primarily along the Uncompahgre River. <br /> <br />The FR/FES cost estimates used January 1981 prices. Table 1 updates the total cost reported <br />to January 1994 price levels. Habitat replacement costs for the canals vs. laterals were not <br />separately identified. The annualized cost for the laterals at 1981 price levels would <br />have been about $5,260,000. Updated to 1994 price levels and assuming an 8 percent <br />interest rate, annual costs of the 1984 Plan would be about $7,640,000. <br /> <br />5 <br />
