(At least 200 acres is recommended.) <br />Can program be coordinated with community riverfront improvement programs? (Yes.) <br /> <br />--How will this program be funded? What is the schedule? (Funding for all salinity control <br />proposals throughout the Colorado River basin will be in accordance the 1974 Salinity <br />Control Act. As a result of a recent amendment in July 1995, proposals initiated by non- <br />Federal entities will be ranked and compete for funding based on cost effectiveness and risk <br />factors. Selected proposals, which might include the East Side Laterals project or a portion <br />thereof, will then receive annual Federal appropriations for implementation. Schedules will <br />not be known until the selection process is completed.) <br /> <br />Coordination with FWS and CDOW occurred through their representatives on the wildlife <br />habitat team and with completion of a Final Fish and Wildlife Coordination Act Report by <br />the FWS (see Attachment C). Reclamation basically adopted all recommendations in the <br />revised habitat replacement program. Reclamation emphasizes the goal of the program is to <br />replace lost habitat values (measured in habitat units) rather than acquiring a target number <br />of acres. The main recommendation of FWS that was not adopted is for Reclamation to own <br />and manage replacement sites. Reclamation prefers ownership and management would be by <br />non-Federal partners. <br /> <br />Draft EA Comments/Re~nses <br /> <br />A Draft EA was distributed for review and comment to about 120 Federal, State and local <br />agencies, organizations and individuals in May 1993. A few recipients commented on the <br />draft. Copies of the letters are available for review at Reclamation's office in Grand <br />Junction. Letters from the U.S. Bureau of Mines, U.S. Department of Housing and Urban <br />Development and State of Colorado, Division of Local Governments do not require a <br />response. The following list indicates letters received with comments that are responded to <br />in this EA. Responses to a total of 34 comments required revisions to many sections of the <br />draft EA. Numbers next to the sender's name indicate where in the next section their <br />specific comments are responded to. <br /> <br />-Ralph E.
