<br />JJJ380 <br /> <br />Attachment A <br /> <br />COLORADO RIVER BASIN SALINITY CONTROL <br />ADVISORY COUNCIL <br /> <br />CHARTER <br /> <br />I. The Council shall be known as the Colorado River Basin Salinity Control Advisory Council. <br /> <br />2. The Council will advise the Secretaries of the Departments of the Interior (Interior) and <br />Agriculture (Agriculture) and the Administrator of the Environmental Protection Agency <br />(EP A) on all matters relating to efficient and timely planning and execution of salinity control <br />measures and procedures specified in the Colorado River Basin Salinity Control Act (public <br />Law 93-320, Title II, as amended by Public Law 98-569). <br /> <br />3. The Council shall remain active through the planning and construction of the features <br />authorized under Title II which are projected to the year 2015. <br /> <br />4. The Council shall report to the Secretaries of the Interior and Agriculture and the <br />Administrator ofEP A. <br /> <br />5. The Bureau of Reclamation (Reclamation) shall coordinate the support activities for the <br />Council. <br /> <br />6. The Commissioner of Reclamation, or his representative, shall act as the Designated Federal <br />Official for the Council. <br /> <br />7. The Council shall serve in an advisory capacity only and shall <br /> <br />a. Receive reports ITom the Secretary of the Interior on the progress of the salinity <br />control program and review and comment on said reportS. <br /> <br />b. Provide advice through review and comment on progress, plans, research, and related <br />salinity control activities conducted under Title [I. <br /> <br />c. Serve a liaison function between the Basin States, Interior, Agriculture. and EP A. <br /> <br />d. Recommend to the Secretaries of the Interior and Agriculture, and the Administrator of <br />EP A the study of new projects, techniques, and methods that may facilitate salinity <br />control in the basin <br /> <br />8. The estimated annual operating expenses are expected to be less than $5,000 per year. <br />including the travel and per diem of some Council members and Interior employees while <br />attending meetings and other scheduled activities of the Council, and for expenses incurred in <br />the recording and reproduction of the minutes, reports, notices, etc There are no FTE <br />allocated as staff support <br />
