Gamble <br /> <br />From: <br /> <br />Subject: Fryingpan-Arkansas Project -- Ruedi Reservoir Analysis <br />as it might affect Project <br /> <br />Fred Bo~ston and I have made a very rough analysis <br /> <br />of the storable flows in the Ruedi Reservoir after depletions <br /> <br />by the Fryingpan-Arkansas as shown in the 1950 Report. <br /> <br />The present stipulation and principals define stor- <br /> <br />able water at Ruedi as that storable after by-pass for prior <br />vested rights. By this definition storable flows would include <br />any by-pass for fish. <br />Under this definition on storable flow at Ruedi we <br /> <br />find as follows: <br /> <br />1934 - 36,000 A.F. (low year) <br />1944 - 70,000 A.F. (average year) <br />1954 - 47,000 A.F. (low year) <br /> <br />The analysis was based on the assumption that West <br /> <br />Divide Project would be senior to Ruedi and Fryingpan-Arkansas. <br /> <br />It is apparent from the analysis that unless the <br />wording of the stipulation is qualified or changed that it <br />could seriously affect the yield to the Fryingpan-Arkansas <br /> <br />Project in years of below average flow. <br /> <br />Fred and I recommend the wording of the stipulation <br /> <br /> <br />be changed to something along the following line: <br />
