<br />On farm improvements such as select plantings, strip- <br /> <br />~ harvesting of some crops, windbreak development, and small <br />C') <br />C) ponds are also planned. <br />-..J <br /> <br />Through the close cooperation and coordination of <br /> <br />Reclamation, the SCS, the FWS, the States, and local <br /> <br />entities, habitat will be evaluated and recommendations for <br /> <br />replacement developed. <br /> <br />Implementation of incidental <br /> <br />wildlife habitat replacement will proceed concurrently with <br /> <br />implementation of Reclamation projects, <br /> <br />ENVIRONMENTAL PROTECTION AGENCY'S ROLE <br /> <br />The principal EPA programs dealing with salinity control <br /> <br />are: (1) Water Quality Management Planning, (2) Water <br /> <br />Quality Standards, and (3) the National Pollutant Discharge <br /> <br />Elimination System (NPDES) Permits, Primary implementation <br /> <br />of these programs is generally delegated to the States; <br /> <br />however, EPA retains oversight and approval <br /> <br />responsibilities, <br /> <br />Additional EPA activities include providing program support <br /> <br />and guidance for State and Forum salinity control <br /> <br />activities. <br /> <br />Examples of these activities include <br /> <br />allocating 208 funds to help establish the Forum's <br /> <br />Executive Director position; presenting testimony before <br /> <br />20 <br />
