<br />I- <br />e.rr <br />c...:: <br />~ <br /> <br />The Advisory Council (established by Public Law 93-320) <br /> <br />receives reports from all Federal agencies on aalinity <br /> <br />control activities and makes recommendations to the <br /> <br />Secretaries of the Departments of the Interior and <br /> <br />Agriculture and to the Administrstor of the EPA on all <br /> <br />matters relating to the efficient and timely planning and <br /> <br />execution of salinity control measures and procedures <br /> <br />specified in Public Law 93-320, Title II, as amended, The <br /> <br />Advisory Council makes recommendations covering the budget <br /> <br />and other aspects of the program, <br /> <br />The Forum's Work Group is the technical or engineering arm <br /> <br />of the Forum, <br /> <br />The Work Group consists of at least one <br /> <br />representative from each of the Basin States, who mayor <br /> <br />may not be a member of the Forum, The basic function of <br /> <br />the Work Group is to provide technical review and analysis <br /> <br />for the Forum, the policy-making group, <br /> <br />The Work Group <br /> <br />also serves the Advisory Council in the capacity of an <br /> <br />informal technial review and study team, <br /> <br />The plan of implementation, as set forth in the 1975, 1978, <br /> <br />1981, and 1984 Forum reports, includes the Federal salinity <br /> <br />control units discussed in another section of this <br /> <br />document, <br /> <br />The plan also includes effluent limitations or <br /> <br />NPDES (National Pollution Discharge Elimination System) <br /> <br />Permits for industrial point source discharges with the <br /> <br />objective of no salt return wherever practicable. <br /> <br />10 <br />
