II Is that clear'Mr. Norviel? <br />MR, NORVIEL: If that'means all of the drainage in the Basin, <br />old and new,- if that is what it means then I understand it up <br />to that point. <br />,GHAI~MAN HOOVER: Well, it means everythfng in the Basin. We <br />have got a definition here of the exact meaning of those Basins, <br />it includes everything. <br />MR. NORVIEL: All right. When we have reached that point,- <br />CHAIRMAN HOOVER: tfIn that event a notice providing for a <br />new apportionment may be issLied under Article' IV. II, <br />MR. NORVIEL: Now what is that notice? <br />CHAIRMAN HOOVER: Article IV reads that "at any time after <br />the thirtieth day of June, 1968,"- and of course it follows there <br />must ooanalte;r:o.ti6n in that article providing for prior notice, <br />prior to that date,- <br />MR. NORVIEL: That isn't in here yet. <br />CHAIRMAN HOOVER: Oh no. <br />MR.
