Recognizing that the endangered species are both a state and national <br />resource and respoIlS1bility, the states and the federal government will be <br />respoDSlble, given the limits of what is realistically attainable, for providing the <br />water, land, technical and funding resources necessary to achieve the agreed <br />upon objectiVes. <br /> <br />2. <br /> <br />Management of the resources to sustain the ecosystem will be the <br />responsibility of the state and federal fish and wildlife agencies in cooperation <br />with other entities. <br /> <br />e <br /> <br />3. Monitoring as qetennined appropriate, including monitoring ofthe biological <br />response of the species to management activities, will be the responsibility <br />primarily of the State and federal fish and wildlife agencies. <br /> <br />4. Nebraska's contribution to the MOA will be: <br /> <br />, . Nebraska Plan for Relicensing the Kingsley Dam <br />This would serve as the cornerstone for the MOA and would also <br />effectively establish the standard for eq uitable contributions to the <br />Program, by other involved entities. <br /> <br />. Reoperation of the U. S. Bureau of Reclamation Projects on the North Platte <br />River in Wyoming and the South Platte River in Colorado. e <br />
