We, P.E. <br />Director, CWCB <br /> <br />TO: <br /> <br />Colorado Water Conservation Board Members <br /> <br />Peter Evans?~~ <br /> <br />FROM: <br /> <br />DATE: <br /> <br />Ju]y ]4, 1995 <br /> <br />SUBJECT: <br /> <br />Agenda Item 14b, July 24-25, 1995, Board Meeting -- <br />Endangered Species Recovery Program Discussion with Nebraska, <br />Wyoming, and the U.S. Department of tbe Interior <br /> <br />e <br /> <br />It appears that very little progress has been made towards an agreement to establish <br />another interstate recovery program for endangered species to address the South Platte River. <br />The three-governor's MOU has been amended to extend the time frame for these negotiations <br />through December ], 1995 (see attached). <br /> <br />At this point, the state of Nebraska is still asserting its "Possible Components of a <br />Nebraska Proposal" (a.k.a. the "Nebraska Plan") as the cornerstone for future discussions, <br />although its inclusion of "fair share" provisions and references to historical flow patterns pose <br />substantial concerns for Colorado (see attached).
