The District should focus its initial deliberations on the Lake Meredith Enlargement, <br />Fry-Ark Project Reoperation, Turquoise Lake Enlargement, Pueblo Reservoir <br />Enlargement, Gravel Lakes storage, and non-structural alternatives. These <br />alternatives involve Project facilities or options that work conjunctively with Project <br />facilities. <br /> <br />2. Execute a Memorandum of Agreement with Colorado Springs to allow collaboration <br />and technical oversight by the District in their technical reviewlNEP A compliance <br />study. <br /> <br />3. Update and refine the existing Fry-Ark operations model to include storage of Winter <br />Water, "if-and-when" water, and East Slope Project water. <br /> <br />4. Continue discussions with the U.S. Bureau of Reclamation relative to "reoperation" <br />and Project reservoir enlargements. <br /> <br />5. Hold meeting(s) with SSC to evaluate financing options. <br /> <br />6. Further evaluate the "Valley Pipeline" concept <br /> <br />7. Conduct follow-up information meetings with constituent groups. <br /> <br />8. Maintain the Storage Study Committee process. <br /> <br />9. Conduct system operations studies for various combinations of storage options. This <br />should include evaluation of operations scenarios that would enhance instream flows <br />and recreational opportunities. These studies also should consider potential water <br />quality impacts, particularly related to reoperation. <br /> <br />I a. Conduct preliminary environmental studies to assess potential "fatal flaws." <br /> <br />II. Review identified non-structural water management options that could be integrated <br />into a preferred plan of water development <br /> <br />12. Undertake legaVinstitutional reviews relative to the identified storage/reoperations <br />alternatives. <br /> <br />Colorado Springs is proceeding with assessment of permitting issues associated with their <br />identified storage needs.
