Construction-Related Activities - Under the Proposed Action, all plans concerning the construction
of new facilities at Fish Creek Reservoir would be approved by the Forest Service, prior to
implementation. Construction plans would include detailed site-specific planning documents
addressing transportation, water quality monitoring, on-site worker facilities, schedules, safety,
explosive use, timing of activities, monitoring by proponents, and best management practices. A
road maintenance agreement has been reached between the City, Mt. Werner, and Routt County
that addresses County road impacts resulting from construction activities.

Recreation - Temporary interruption of recreational activities would occur under the Proposed
Action. Recreationists would be dispersed and directed to other camping and fishing facilities in the
area. Informational signs and media notification would be implemented. A reservoir draw down
schedule has been developed by the applicants to address recreation and visual concerns.

Fisheries - Fishing opportunities would not exist during construction under the Proposed Action.
The reservoir would be restocked after completion of construction activities. A regular stocking
schedule would be negotiated between the City and the Colorado Division of Wildlife. A 1,030 AF
fisheries pool would be established.

Visual Resources - Design criteria would incorporate Forest Service visual quality objectives to
maintain the integrity of the aesthetic environment and minimize the impacts to visual resources.

CarnD\:round Restoration and Relocation: Loss of the existing Granite Campground under the
Proposed Action would be mitigated by reconstruction and relocation of the campground. A new
campground would be constructed and include universal design, as required under the Americans
With Disabilities Act (ADA). The timing of the construction of the proposed new campground
would coincide with construction activities of the reservoir. The campground would be fully
operational at the completion of the reservoir enlargement. Construction plans would be approved
by the Forest Service prior to commencement of construction. The Forest Service and the project
Applicant would inspect construction activities.

Service Roads: The service roads to the dams are presently deteriorating and a portion of the
service road to the main dam would be inundated. The roads would be upgraded to present Forest
Service standards, including proper drainage and maintenance. That portion of the road to be
inundated would be relocated, minimizing visual and wetlands impacts.

Monitoring: The City and Mt. Werner have agreed to contribute $10,000 to the Forest Service to
help fund a Forest Service project coordinator to monitor the construction activities associated with
expansion of the reservoir. The City would also designate a project coordinator during construction.

IrnDlernentation: Under the Proposed Action, implementation would take place during twO
summer construction seasons.

Debt: Debt obligation for the City and Mt. Werner for the $6,000,000 expansion would be shared
between the City (25%) and Mt. Werner (75%).

The aforementioned mitigation and the costs associated with the mlt1gation would be the
responsibility of the City and Mt. Werner. Their Mitigation Plan has been included as Appendix
K, Project Mitigation.
