Construction plans would include detailed site-specific planning documents <br />addressing transportation, water quality monitoring, on-site worker facilities, schedules, safety, <br />explosive use, timing of activities, monitoring by proponents, and best management practices. A <br />road maintenance agreement has been reached between the City, Mt. Werner, and Routt County <br />that addresses County road impacts resulting from construction activities. <br /> <br />Recreation - Temporary interruption of recreational activities would occur under the Proposed <br />Action. Recreationists would be dispersed and directed to other camping and fishing facilities in the <br />area. Informational signs and media notification would be implemented. A reservoir draw down <br />schedule has been developed by the applicants to address recreation and visual concerns. <br /> <br />Fisheries - Fishing opportunities would not exist during construction under the Proposed Action. <br />The reservoir would be restocked after completion of construction activities. A regular stocking <br />schedule would be negotiated between the City and the Colorado Division of Wildlife. A 1,030 AF <br />fisheries pool would be established. <br /> <br />Visual Resources - Design criteria would incorporate Forest Service visual quality objectives to <br />maintain the integrity of the aesthetic environment and minimize the impacts to visual resources. <br /> <br />CarnD\:round Restoration and Relocation: Loss of the existing Granite Campground under the <br />Proposed Action would be mitigated by reconstruction and relocation of the campground. A new <br />campground would be constructed and include universal design, as required under the Americans <br />With Disabilities Act (ADA). The timing of the construction of the proposed new campground <br />would coincide with construction activities of the reservoir. The campground would be fully <br />operational at the completion of the reservoir enlargement. Construction plans would be approved <br />by the Forest Service prior to commencement of construction. The Forest Service and the project <br />Applicant would inspect construction activities. <br /> <br />Service Roads: The service roads to the dams are presently deteriorating and a portion of the <br />service road to the main dam would be inundated. The roads would be upgraded to present Forest <br />Service standards, including proper drainage and maintenance. That portion of the road to be <br />inundated would be relocated, minimizing visual and wetlands impacts. <br /> <br />Monitoring: The City and Mt. Werner have agreed to contribute $10,000 to the Forest Service to <br />help fund a Forest Service project coordinator to monitor the construction activities associated with <br />expansion of the reservoir. The City would also designate a project coordinator during construction. <br /> <br />IrnDlernentation: Under the Proposed Action, implementation would take place during twO <br />summer construction seasons. <br /> <br />Debt: Debt obligation for the City and Mt. Werner for the $6,000,000 expansion would be shared <br />between the City (25%) and Mt. Werner (75%). <br /> <br />The aforementioned mitigation and the costs associated with the mlt1gation would be the <br />responsibility of the City and Mt. Werner.
