Werner would be required to develop
alternative water supply sources to meet Mt. Werner's immediate needs and the City's long-term
needs. The following Combination Alternative has been developed by the City and Mt. Werner,
at the request of the EP A, COE, and USFWS. This alternative consists of the following three major
components:

. Water Conservation
. Infiltration Gallery Expansion
. Fish Creek Reservoir Modernization

The water conservation and infiltration gallery expansion components of this alternative have been
discussed. A number of improvements at the existing reservoir would also be implemented under
this alternative. No additional water storage capacity, however, would be created. Reservoir
modernization improvements include:

. Addition of a larger outlet structure
. Repair of the erosional damage in the Puppy Dog Lake channel
. Installation of an underground electric power supply
. Installation of a remote operational control and early warning system
. Repair and upgrade of existing roads
. Visual mitigation at the site (including revegetation and maintenance shed repair)

Environmental Consequences of Combination Alternative

Environmental consequences of the Combination Alternative include:

. Inferior water quality provided to a portion of the community

. Loss of a redundant (back-up) water source

. Impact to approximately 3 acres of wetlands due to construction of infiltration
galleries

. Impact to high value riparian area and disturbance to heron rookery in the Yampa
Valley

. A long-term fisheries pool at the existing reservoir may not be possible

. Long-term in-stream flow augmentation in lower Fish Creek may not be possible

. The need to construct, operate, and maintain a second water filtration plant

. The need to construct, operate, and maintain additional water distribution facilities

.~.;-:-;'.;.~1.':::""::m:t.::,?:,~~':i'~.?;?~;;:;;;::;:m<,~:;;;~::.::m1:-m.,;~~:~-ffi:::::;::.>>:"1;;;t;;:;:-.<.;<?r:$*-'l:::::::&;;.;.:;:::.,<<m;;.;?w:::",:.;;;;;.;,:;::&$i.:.:;<<;_'i::tlm:::~::;;:::::w::?'"y.~:::&<<:.,*:::>>:~:::"'<<:::::;::<;:~;:::':::<z':::~::::'~>>.:::i=:~::::::::;:>>.'0'~:::::::::m:<

Page S.ll

Seplember 1993
