Final report: Colo., CPA-CO-08-00-0111-6, 191 p. <br /> <br />The Legal-Political Aspects Report is concerned with legal issues relating to growth <br />control. The report contains six papers; five of the papers address specific legal issues <br />and the sixth evaluates the legal constraints and opportunities of policies developed <br />for the four model futures selected by the Commission for research purposes. Issues <br />addressed in the papers are legal restraint on land use zoning, transferable <br />development rights credits, municipal extra-territorial powers, utility timing, and <br />greenbelt as a growth control device. Business Incentives-Disincentives Report is <br />concerned with two tax devices to control growth in the City of Boulder: employment <br />opportunity tax and land appreciation tax. <br /> <br />145. Final report: Colo., CPA-CO-08-00- <br />0111-4, 229 p. <br /> <br />The report analyzes patterns of urbanization and population allocation in Boulder <br />County as well as land use, density, open space characteristics, transportation, and <br />housing aspects. It provides a regional overview of land use in the Front Range <br />corridor of the State and the Denver metropolitan area. Based on population <br />projections provided by the Economic-Demographic Consultants and consultation <br />with municipal planning agencies in the county, the report allocates population to <br />geographic areas and illustrates the resulting land use patterns. Land use is analyzed <br />for each of the four model futures selected by the Commission for research purposes. <br /> <br />146. Final <br />report: Colo., CPA-CO-08-00-0111-3, 388 p. <br /> <br />The report provides an environmental inventory of Boulder County and land use <br />recommendations derived from the inventory. The inventory, which includes data on <br />bedrock and surficial geology, vegetation, climate, soils, mineral and water resources, <br />wildlife, and natural hazards, was compiled from existing data and augmented, where <br />necessary, by information obtained from high altitude aircraft imagery. <br /> <br />147. Commission Final Report: Colo., CPA-CO-08-00-0111-1, <br />175 p. <br /> <br />The report is based primarily upon the research performed by thirteen consultants <br />contracted by the Boulder Area Growth Study Commission to analyze past and future <br />legal, social, and economic factors relating to the four model futures (Modell, <br />Continuation of current trends and policies; Model 2, No-growth; Model 3, Emphasis <br />on environmental factors; and Model 4, Emphasis on social, cultural, and economic <br />aspects) selected by the Commission for research purposes.
