The District repayment contract does not prohibit the delivery of water to <br />small tracts or provide for the payment of a Municipal & Industrial (M&I) <br />rate. <br /> <br />1. Inventory and diagram of return flows: <br /> <br />. Irrigation return flows from the Hammond Project generally enter directly <br />back to the San Juan River. In the Final Planning repon for the San Juan <br />River Unit - Hammond Project Portion, it stated that "Conveyance and <br />operational losses currently average approximately 50 percent of the <br />diversion into the Hammond distribution system, and canal seepage is a <br />substantial pan of this loss." Because of the need to operate a hydraulic <br />pump on the system, excess water is diverted to help operate the pump. <br />This excess water generally returns directly back to the San Juan River. <br /> <br />. The Hammond Project can be generally characterized as low-lying areas <br />south of the San Juan River and in close proximity to the San Juan River. <br />Most if not all of the seepage losses either directly enter the San Juan River <br />or support irrigation induced wetlands along the San Juan River along the <br />full length of the Project. Commitments are in place to mitigate for the loss <br />of wetlands caused by the San Juan River Unit - Hammond Project <br />Portion. <br /> <br />Citizens' Ouestions <br /> <br />2. CONTRACT INVENTORY <br /> <br />Inventory of federal repayment contracts, water service contracts, Warren Act contracts, <br />year-to-year contracts, short-term contracts, or section 214 water contracts, for each <br />Project, including the amount owed to the federal government; date repayment is <br />scheduled to be completed; annual cost of water per acre foot, including (a) repayment, (h) <br />Operation & Maintenance (O&M). Identify the terms in these contracts governing <br />changes in the use or service area for Project water. Identify the total cost of each Project, <br />the accounts (irrigation, power, M&I, etc.) to which the costs have been allocated, the <br />repayment terms and status for each account, and the repayment source. State the amount <br />of irrigation assistance required under each contract and the source of that assistance. <br />Compile all repayment contracts for each Project into notebooks for the reference of the <br />participating teams.
