Supreme Court decree. <br />The three-judge panel seemed very knowledgeable about Colorado River issues and the ESA. <br /> <br />Finally, it is the staff's understanding that the D.C. Circuit Court of Appeals has issued a ruling <br />on the intervention issue. The essence of the ruling is that the Circuit will await the decision of the <br />District Court, particularly in the context of the plaintiff's standing and the Court's jurisdiction. It is <br />my understanding that the Circuit Court's ruling is to be held in "abeyance" until the District Court <br />ruling is released. <br /> <br />Lower Colorado Water Suoolv Proiect <br /> <br />Work is continuing on the Lower Colorado Water Supply Project (LCWSP). As of <br />November 13"',298 property owners have submitted applications. <br /> <br />As of November 131", the nwnber of letters mailed to property owners along the River has <br />increased from the original 6,126 to 6,491 due to the identification of additional property owners or <br />change in addresses. <br /> <br />Included in the Board folder is a copy of Reclamation's letter dated October 16,2001, addressed <br />to Mr. Jesse Silva of the lID informing various parties of the most recent status of LCWSP. It is <br />expected that City of Needles will be signing subcontracts with eligible LCWSP water users in the <br />spring of 2002. Reclamation has recommend that both the City of Needles and the Bureau of Land <br />Management (BLM) develop a consolidated water delivery schedule. This water delivery schedule ,I <br />would be submitted to lID during 2002 for the amount of the anticipated water to be used by both the <br />non-federal water users and BLM and its concessionaires. In order to have the water available to be <br />used starting in 2003, Reclamation reminded both of the City of Needles and BLM that they should be <br />prepared to pay their respective share (3,500/4,650 and 1,150/4,650) of the capital costs and their share <br />of the operation and maintenance costs. <br /> <br />WATER QUALITY <br /> <br />Colorado River Basin Salinity Control Forum <br /> <br />Mr. Spencer and I attended the Colorado River Basin Salinity Control Forum (Forum), Forum <br />Work Group and Advisory Council held their Fall meeting on November 6-8,2001, in Phoenix, <br />Arizona.
