'To His Excellency, Payne Ratner, Governor of Kansas, and to the
Legislature of the State of Kansas.-

We have the honor to present herewith for your information and
.consideration 3 progress report on planning and activities in con-
nection with the state's water resources, which work, authorized
under the provisions of section 24-901 of the General Statutes of
Kansas, was recommended by the Governor's Water Committee of
1940. The work was started July 1, 1941, when appropriations
made by the 1941 legislature became available for that purpose.
