<br />in the basin. The provisions having that effect, if approved without qualifica-
<br />tion, would impede the full development of the wa.ter resources of the basin
<br />and would unduly limit the exercise of the established national interest in
<br />such development.
<br />"While I find it necessary to withhold my approval of the legislation in its
<br />present form, I would be glad to approve a bill which, in assenting to the
<br />compact, specifically reserves to the United States all of the rights and re-
<br />sponsibilities which it now has in the use and contTol of the waters of the
<br />basin.

<br />Following this the consent of congress was glVen to the three
<br />states to negotiate and enter into a compact on condition that a
<br />federal representative, appointed by the President, participate in
<br />the negotiations. By this procedure steps are being taken to redraft
<br />the compact. It is exp€cted to have the new compact available for
<br />consideration of the three legislatures in 1943. Its ratification would
<br />be a great forward step and would open the way for the orderly
<br />development of the water J"esource~ of the basin.
