<br />below the mouth of the South Cottonwood river, which would con-
<br />trol a 60 percent larger drainage area.
<br />In addition, surveys have also been made of reservoir sites on
<br />Clear creek above Marion, Middle creek near Elmdale, Diamond
<br />creek near Hymer, and on the South Fork of the Cottonwood river
<br />near Matfield Green. Information as to the principal features and
<br />general characteristics of these sites is given in the table on page 28.
<br />For this purpose, the preliminary estimates of size of dam and
<br />capacity of reservoir as shown in the table are computed on the
<br />basis of the unit runoff of the Trading Post flood, equivalent to 330
<br />acre-feet per square mile of drainage area, and an allowance for silt-
<br />ing during the useful life of the reservoir, of 25 acre-feet per square
<br />mile. The department is now engaged in determining what effect
<br />the operation of a system of tributary reservoirs would have in
<br />regulating the flow of the Cottonwood river. Upon completion of
<br />this study and a comparison of costs and benefits, a conclusion can
<br />be reached as to the extent, if any, to which such reservoirs may be
<br />utilized in developing the water resources of the basin.

<br />Channel Improvements
<br />
<br />By providing the capacity needed for the different purposes, reser-
<br />voirs are adapted to the solution of problems arising as a result of
<br />both high and low extremes of discharges. The construction of
<br />levees and chatinel improvements are, of course, directed only toward
<br />dealing with the control of floods. It is recognized that the condi-
<br />tion of the channel of the Neosho river as well as that of the Cotton-
<br />wood and other tributaries, is a material contributing factor to the
<br />frequency and extent of overflows. Channel improvements' such as
<br />those on the Neosho river at Council Grove and on the Cottonwood
<br />river at'Marion, when properly maintained, have proven successful
<br />to a considerable degree. Consideration is, therefore, being given to
<br />the proposal that this type of improvement be extended generally
<br />along these streams. It is believed that this might be practical if
<br />combined with a reservoir to absorb the higher peak discharges at
<br />the lower end. For example, some improvement of the channel
<br />might be made from Council Grove and Marion to the Strawn res-
<br />erVOlr.
<br />In order to study and evaluate the effect of such improvement, a
<br />hydraulic model in which results can be quantitatively observed is
<br />being constructed to simulate that portion of the Cottonwood river
<br />from its mouth to the vicinity of Cottonwood Falls. The construc-
