Its <br />quality is often further impaired by mineral wastes which can be <br />treated only by dilution. For example, oil-field brines hm'e a con- <br />eentration of salts one hundred to three hundred times the max:muTll <br />permitted by public health standards. <br />TllUs the river becomes wholly undesirable as a 50urce of water <br />supply. In areas of high coneentration of minerals it fails to sup- <br />port fish and other aquatic life. There are <br />acute flood problems on Rock creek at Burlington, Labette creek <br />at Parsons and along other tributaries which must be dealt with <br />l3eparately since they cannot all be solved by measures applied to <br />eontrol floods along the main stream. LoeaUy there ;ue also many <br />water l3upply problems throughout the basin. The grazing of beef <br />cattle is one of the principal sources of economic wealth in the <br />region. Adequate supplies for this purpose must be a.,sured and <br />made readily available. In some instances upland communities and <br />industrial enterprises may also require impounded supplies for mu- <br />nicipal use and manufacturing processes. Needed reereational fa- <br />cilities frequently become available as a result of such development. <br />Making such :<upplies available is a part of the general problem of <br />water conservation of which some aspects are closely related to <br />erosion control, involving the direct application of measures to deal <br />with it. <br />The problem as a whole is extremely complex, and the prepara- <br />tion of a plan to deal with it in the most satisfactory manner to all <br />interests involved is influenced by the many factors which must be <br />taken into account in an area such as this which, with the exeecp- <br />tion of its water resources, is in \Uany ways already highly de- <br />veloped. <br />Briefly stated, the solution of the problem is essentially a matter <br />of determining first t.he degree and method of development and con- <br />trol of the water supplies which may be economically justified now; <br />and, seeond, to plan the needed project units in relation to an ulti- <br />mate plan of development which would be justified for such future <br />economic conditions as may be reasonably anticipated. <br /> <br />-'::';-.: <br /> <br />'." ..... <br />. .
