<br />. <br /> <br />. <br /> <br />----------------------------------------------------------------- <br /> <br />FINDINGS OF FACT, CONCLUSIONS OF LAW, JUDGMENT, AND <br />DECREE OF REASONABLE DILIGENCE <br /> <br />----------------------------------------------------------------- <br /> <br />CONCERNING THE APPLICATION FOR WATER RIGHTS OF THE <br />STATE OF COLORADO, DEPARTMENT OF NATURAL RESOURCES, <br />COLORADO WATER CONSERVATION BOARD <br /> <br />IN BEAR CREEK LAKE, <br />IN JEFFERSON COUNTY <br /> <br />----------------------------------------------------------------- <br /> <br />THIS MATTER, having come before the court for consideration <br />of the application of the State of Colorado, Department of Natu- <br />ral Resources, Colorado Water Conservation Board, and the court, <br />having considered the pleadings and stipulations of the parties, <br />the testimony and evidence presented, and the comments of the <br />Division Engineer, does hereby make the following Findings of <br />Fact, Conclusions of Law, Judgment, and Decree. <br /> <br />FINDINGS OF FACT <br /> <br />1. The application herein for a quadrennial finding of <br />reasonable diligence was filed with the Water Clerk for Water <br />Division No.' 1 on March 30, 1984. <br /> <br />2. All notices required by law pertaining to the filing <br />of the application have been fulfilled, and this court has juris- <br />diction over all parties affected hereby, whether or not they <br />have appeared. The land and water rights involved herein are not <br />included within the boundaries of any designated ground water <br />basin. <br /> <br />3. Timely Statements of Opposition were filed by Central <br />Colorado Water Conservancy District and the Ground Water Manage- <br />
