<br />, <br /> <br />Now, let's relate this living, working example of reclamation <br />to the vast Colorado River Storage Project. We have looked at the <br />model lthe Salt River Project). Let's expand our thoughts to the com- <br />prehensive development of the Upper Colorado River- -with you in the <br />middle, the benefactor and the payer. You are not some disinterested <br />eastern stockholder, you are the "guy" who is going to have to "shell <br />out" --so I am convinced you are going to have a real self-interest in <br />this whole affair. <br /> <br />. <br /> <br />.Ladies and Gentlemen, the major utilities in the five states of <br />Colorado, Utah, Wyoming, New Mexico and Arizona are trying to dis- <br />turh the time-tested reclamation partnership of water and power. They <br />are continuing their efforts to persuade the Bureau of Reclamation and <br />the Secretary of the Interior that the utilities should be permitted to in- <br />vest less than 100 million dollars in transmission facilities after the <br />federal government spends about a billion dollars to build the dams, power <br />systems and irrigation systems. If they are per,mitted to do so, the <br />utilities can then reap the benefits from the entire project and control <br />its electric and water lifelines too. If our estimates of the situation are <br />correct, the Secretary of the Interior has at this very moment this matter <br />under consideration, a matter that can mean life or death to some of your <br />cherished water projects. <br /> <br />. <br /> <br />Who should be worrying about these things? The Federal Govern- <br />ment isn't particularly concerned, but you and I should be. We need <br />these water projects, and weare going to buy that power and its ultimate <br />price is going to be of real concern to us, <br /> <br />~ <br /> <br />The Colorado River Basin Consumers Power, Inc. was formed <br />to seek dependable hydroelectric power at the lowest cost and under the <br />most advantageous delivery conditions possible from the Colorado River <br />Storage Project of the Bureau of Reclamation and to engage in such other <br />activities as may enure to the benefit of preference-type customers. <br />Preference-type customers are non-profit organizations such as Munici- <br />palities, REA Cooperatives, Irrigation Districts, etc" which have pre- <br />ference rights under law for the purchase of power from projects of the <br />Bureau of Reclamation. The Colorado River Basin Consumers Power, <br />be. i:::dudes the majority of the organizations of such customers in the <br />States of Colorado, New Mexico, Arizona, Utah and Wyoming.
