hour he buys from the storage project. An adder of
sufficient size to payoff the re:stored projects. All
of this extra cost the power co~sumer would incur just
for the privilege of receiving piower over the utilities'
system.

'I

The choice should be obvious. Let me prove why we believe
these statements to be true.

We'll pick off for further examination the upper portion of this
chart representing the operations of the all-,Bureau transmission
system.

CHART VI

The figures in this chart represent current estimates for this
system. The colors have the same meaning as in the previous explana-
tion. In the last 55 years of the study an all-Bureau transmission system
will produce, at an estimated overall delivered power cost of 6 mills per
kilowatt hour, $357,714,000 plus $31, 014, OpO or $388,728,000 for pay-
out of storage project irrigation allocations iand for participating projects.
This plan produces greatest net revenues and delivers power at the least
cost.

CHAR T VII

,
,

On the other hand a corresponding chart showing operations of the
transmission systems under the Utilities' p~an discloses a total genera-
tion of dollars for assistance to water proje~ts, the orange portion'again,
of $134,842,000. That's a quarter of a billion dollars less than the all-
Bureau system produces. Please note the large grey area- -The utility
wheelingcha rges.

CHAR T VIII

"

,
All states are represented at this meeting. This chart shows what
each of you can lose in participating project! money if you accept, or'are
forced to accept the Utilities' proposal to the Secretary fora combination
utility and bureau transmission system. This is one measure of your cost
for being willing to give upa substantial portion of your desired projects.
And, this isn't the whole story either. Our studies show, if the utilities'
proposal is accepted, not only would you lose a quarter of a billion dollars
for water projects. --You'd be paying attheisame time a quarter of a bil-
lion dollars more for storage project power, received through the utilities'
system.

- 8 -
