The C,ommission assembl~'d.a <br />, small planning staff during the following year. . <br />The Legislature, on ]anuary,':18, 1967, unani~ <br />mously endorsed Legislat{ve. Resol!ltio~ <br />Number 5. This resolution outlined a specific <br />directive on whIch to base Nebraska's State' <br />Water Plan. Resolution No~ 5: stated: <br /> <br />WHEREAS, the water suppliesofNebras- <br />ka are not so iocated ofsu~h. a qua,ntity to <br />satisfy all present and.future ~eeds; and,:: . <br /> <br />WHEREAS, the state has a respol1sibiIity <br />to guide the development of resources so that. <br />maximum benefits accrue to the .citizens of the <br />state; and <br /> <br />WHEREAS, the . orc,lerIy development and <br />utilization of water and lanQresourcesofNe- <br />braska is essential to the fullest .utilization of <br />these resources and the economic dev~lop- <br />ment of the state; an<l . <br /> <br />WHEREAS,' such ord~rly.' development <br />can only be realized by irnplem'entatior1"9f a . . <br />comprehensive water and related land plan; <br />and <br />, , <br />WHEREAS, no such pla~ no~exis~s. <br /> <br />.
