NEW PROGRAMS One of the most encouraging aspects of planninJ.?: is the results accomplisht"d from the efforts expended. To date the major accom- plishment has heen the initial establishment of an effedive flood plain management pro- gram in :S:ebraska as made possible hy the (Mssaj.?;e of L.A. 893 (1967 session), Two p0- tential programs are bt'in~ considered for our state as a result of this flood plain pro~am. Ollt' in....u!ves the establishment of a pilot flood insurance program in :s.;"elmtska as authorizt.d by P.L. 90-148. The Soth Valley Watershed in the Lincoln area. the Papillion Creek Water- shetl in tl\l' Omaha area, and the Grand Island area are areas being considered for pilot pro- grams. The second development involves stud)" of the economic aspects of land IIse on flood plains. This study would be undertaken by the Unin'rsity of Chil'a!o!o under a federal RTant pro~ram. The University of Chicago has rt'(.'{)mmended that Lineoln be chosen as the study site. The S,llt Valley Watershed, the City of Lincoln, and the Commission have endorsl'd the sttl(h' and agrt'ed to ~ive assist- anCt~. PROBLEMS PRINCIPAL PROBLEMS The principal problems encountered thus far in the deH.lopment of the State \Vater Plan involves the availability of funds and staffing. 17
