Upper Green has increased to III percent of average. The inflow forecast has also increased. The March
final inflow forecast for Flaming Gorge is calling for 1.35 million acre-feet of April through July inflow.
This is 113 percent of average. This is up considerably from the February I forecast which called for 94
percent of nortnal inflow.

Snowpack in the Yampa River basin is currently 94 percent (as of 3/51l999). Like the Upper Green, snow
conditions in the Yampa have improved significantly in the past 2 months.

Open forum discussions on Flaming Gorge operations have been taking place at meetings of the "Flaming
Gorge Working Group". The next Working Group meeting is scheduled for April 9, 1999 at 10 am in
Vernal, UT. For more infortnation on the Working Group, contact Ed Vidmar at 801-379-1000.

ASPINALL - February unregulated inflow into Blue Mesa was 24,000 acre-feet or 109 percent of average.
Precipitation in the Gunnison River basin was 75 percent of average during the month. The basin snowpack
is averaging about 79 percent of nortnal. The inflow rate into Blue Mesa Reservoir is about 550 cfs and
reservoir releases are averaging about 600 cfs. Blue Mesa's current elevation is 7486.66 feet that
corresponds to a storage content of 556,000 acre-feet.

Releases from Crystal Darn are currently 700 cfs. The persistent high pressure system has returned to the
western Colorado region after a brief period wetter conditions during late January and early February.
Releases from Crystal will be reduced from 700 cfs to 600 cfs starting March 5. River flows in the Black
Canyon of the Gunnison will remain at this level, 600 cfs, until mid May when a two week Spring peak
release hydrograph is planed for endangered fish. Any modification to these reservoir operations will be
implemented as conditions warrant.

The meeting of the "Aspinall Unit Working Group" was held January 21, 1999, in Montrose, Colorado. At
this meeting, review of last summer and fall operations, and plans for the winter and spring 1999 operations
were discussed. These meetings are open forum discussions on the Aspina!l Unit operations with many
interested groups participating. The next working group meeting is scheduled for April 15, 1998 in Grand
Junction. Anyone needing further infortnation about these meetings should contact Ed Warner in the Grand
J unction Area Office at (970) 248-0654.

NA VATO - February unregulated inflow into Navajo Reservoir was about 23,000 acre-feet or approximately
80 percent of average. The current reservoir inflow is about 500 cfs and the reservoir water surface
elevation is at 6062.43 feet which corresponds to a reservoir content of about 1,379,000 acre-feet. Reservoir
releases are currently set at 600 cfs. This release rate is expected to continue through the months of March
and April.

January's precipitation for the San Juan River Basin was only 50 percent ofnortnal. The current snowpack
is 67 percent of nortnal for the Animas River Basin and 87 percent of nortnal for the upper San Juan River
Basin. The forecast of Spring runoff for the April through July period into Navajo Reservoir is for 530,000
acre-feet or about 69 percent of average.

Anyone needing further infortnation about the daily operations of Navajo Reservoir should contact Rege
Leach in the Durango Office at (970) 385-6500.
