Most probable inflow into Fontenelle
Reservoir this coming runoff season is 91 percent of average.

Releases will likely remain at or near 1250 cfs through the winter period. This release level,
combined with most probable inflow, will result in Fontenelle reaching a minimum pool
elevation of 6463.5 feet by about April I, 1999. The reservoir will then be in position to absorb
next spring's snowmelt runoff.

Fontenelle should be very nearly full in early July 1999.

FlAMING GORGE - Releases from Flaming Gorge Reservoir are currently at 2400 cfs. The
releases pattern is now "steady" with little or no hour to hour variability. Unless there are
shortages in the power market, it is likely that releases from Flaming Gorge will remain steady
through the winter period.

Inflow to Flaming Gorge Reservoir in the summer and fall was above average. Inflow in July,
August, September, October and November was 163. 144, 140, 130. and 129 percent of average,
respectively. December inflow, however, was below average. Average unregulated inflow in
December is 40,000 acre-feel. December inflow was 36,400 acre-feet: 91 percent of average.
December was the first month with below average inflow since April of 1998. In the past two
