<br />c.o <br />C.::l <br />C\l <br />....-! <br /> <br />4 <br /> <br />In 1978 (?), the Colorado Water Conservation Board <br /> <br />staff, as directed by Mr. Felix Sparks, completed a land <br /> <br />use, classification, ownership and boundary study for <br /> <br />the USBR. At that time, there were approximately 70 <br /> <br />people in Colorado who would derive direct benefits from <br /> <br />the project. The low and unstable economy that surrounds <br /> <br />the area (Baggs, Wyoming) does not lend itself for <br /> <br />domestic or industrial growth. In the advent of the <br />proposed project, is is very doubtful that most of the <br />new lands that could be introduced to irrigation would <br />actually be developed. Based on the narrow margin of <br />profit, when profit does occur, the expense of clearing, <br />fencing, grounc preparation, fertilizer, ditch system, <br /> <br />etc., will be too great to warrant expansion of the <br /> <br />present ranches or to entice new owners into the area. <br />. <br /> <br />The financing available to rural needs has changed <br />drastically which will further reduce new development. <br /> <br />It is recommended that the Pothook Project not be <br /> <br />considered in the program to res cope the original water <br /> <br />project by the CWCB, but to recommend to the Colorado <br />River Water Conservancy District for the CRWCD to explore <br />and study the original or modified version of the project. <br />
