CD Nonpoint Source National Task Force A Task Force was convened by EPA Deputy Administrator AI Aim last spring to develop a nonpoint source policy and stragegy for future cooperative nonpoint source activities by the various levels of govemment involved. The Task Force consists of representatives of Federal, State, and local govemments with support from various environmental groups. Represen- tatives of various disciplines within the Environmental Protection Agency (EPA), the U.S. Department of Agriculture (USDA), and the Department of the Interior (DOl) are the major Federal participants. A draft National Nonpoint Source Policy (NPS) has evolved along with a preliminary EPA strategy to carry out its role in implementing that policy. The other par- ticipating agencies have been requested to submit their draft strategies for implementa- tion before the next meeting on September 19 and 20. The September meeting will provide the opportunity to complete the draft national pOlicy, review the EPA strategy for imple- mentation, and begin coordination of im- plementation activities and stategies of the various agencies represented. The goal is to have a final national NPS policy, and coordinated implementation strategies com- pleted by mid-December. Shaw, Director of the Land Treatment Program Division for the SCS in Washington, D.C., has recently been designated the new USDA salinity control liaison officer by SCS chief Peter C. Myers. Serving as a career soil conservationist, Mr. Shaw has prior experience as a state conservationist in Vermont and in Ohio. He assumed his new duties in Washington on July 16, 1984, Major responsibilities of the USDA salinity control liaison officer include coordination between USDA and the Department of the Interior, liaison with the Basin State representatives to the Colorado River Basin Salinity Control Forum and Advisory Council, and coordination with the Bureau of Reclamation. In addition, the liaison officer serves as chairman of the USDA salinity control coordinating committee, which includes agency representatives from the Extension Service, Agricultural Stabilization and Conservation Service, Cooperative State Research Service, and Agricultural Research Service. Mr, Shaw replaces Edgar H. Nelson, who has served as a liaison officer since January 1983.
