A detailed Study <br />was completed in 1968, and the then Secretary of In- <br />terior made a determination that it would be financial- <br />ly impossible for the 46 individual entities to finance <br />the much-needed domestic water pipelines, and he ap- <br />proved their construction as a part of the over-aU Pro- <br />gram. In 1974, representatives from the District joined <br />Officials from the Bureau of Reclamation in testimony <br />before the Congress of the United Stutes, requesting <br />reauthorization of the Project to provide for the eg- <br />ca.lating costs brought" about by annual increases in <br />construction costs, and requirements imposed by the <br />National Environmental Policy Act of 1969. During <br />the course of those Hearings, the Congress recommend- <br />ed that the Secretary of Interior make another deter- <br />mination to see whether or not the entities could con- <br />struct the Pipelines independeutly of the Project. <br /> <br />The District then retained the Consulting Firm of <br />C. H. Hoper and Associates, of Denver, Colorado, to <br />do an Economic Feasibility Study, and after numerous <br />meetings and submissions of voluminous data by Mr. <br />Hoper aud Officials from the United States Bureau of <br />Reclamation, on November 13, 1976, Secretary Thoma~ <br />Kleppe determined aud ruled that the Pipelines would <br />be constructed as an integral part of the Fryingpan. <br />Arkansas Project. <br /> <br />During that same time, two Committees were ap- <br /> <br />14 <br /> <br />'..,::~...~-'-.?:':: :.: .;;.:,~:::: <br /> <br />.:.....;;,'":: ........-ro.-:.~.:..:""' <br /> <br /> <br />pointed by President Thomas W. McCurdy to do pre- <br />liminary work on both Pipelines and meetings were <br />held with representatives from the entities to begin the <br />necessary legal work to establish Water Authorities <br />which could contract with the District for the repay- <br />ment costs, and also the Bureau of Reclamation com- <br />menced Field Surveys and necessary preliminary work <br />preparatory to construction. <br /> <br />i, <br />5 <br />" <br />.' <br />''1,' <br />I'- <br />~( <br />t <br /> <br />WATER ALLOCATION <br /> <br />1976 turned out to be one of the driest years of <br />record in the Arkansas River Basin and in the Collec- <br />tion System area, and, as a result, the Bureau was only <br />able to award 10,000 acre-feet of Project Water to the <br />District to meet requests for 68,827 acre-feet. A Special <br />Allocation Committee was appointed by the President <br />to carefully review the requests, and to recommend <br />specific allocations to the Board who made the allo- <br />cations at the April Board meeting. The minimal <br />amount of water available was not only caused by the <br />fact it was an extremely water short year, but also that <br />the Collection System was lIot complete. The awarding <br />of the Morman and Carter Tunnel contract and the <br />pending completion of Hunter Tunnel will improve <br />the situation greatly in the next three years, and the <br />District will then have the annual average of 69,200 <br />acre. feet of water to allocate. <br /> <br />WINTER STORAGE PROGRAM <br /> <br />f. <br /> <br />1976 will go down in the history of the District <br />and the Fryingpan-Arkansas Project as a very signifi- <br />cant year, because on February 29 the first voluntary <br />Winter Storage Program was successfully completed. <br />During the many years of testimony before the Con- <br />gress of the United States, representatives from the <br /> <br />~ ~ <br /> <br /> <br />i. <br /> <br />" <br />I'. . <br />i ~ <br /> <br />Mt.
